ADAPTIVE STRATEGIES FOR CLIMATE CHANGE AND DISASTER MANAGEMENT IN THE COMMONWEALTH

Press Release

Opening Speech by Minister Ronny Jumeau

Opening Speech by Mark Collins

Natural Disasters – Prepare to Adapt to Climate Change

The Commonwealth Foundation in partnership with the Government of the Seychelles will be convening a major international conference: Preparing for Change - Adaptive Strategies for Climate Change and Disaster Management in the Commonwealth.

The gathering will take place in Mahe, Seychelles between 9 – 12 October 2006 and will start to develop a programme of proactive, practical measures that will equip communities across the Commonwealth with the knowledge and skills to adapt to climate change and manage related natural disasters.

The gathering will bring together international professional bodies, academics and advocates to discuss practical strategies that can be implemented at a grassroots level on climate change and disaster management. There will be four themes:

  • Health and environment
  • Education, awareness raising and the role of the media
  • The built and urban environment
  • Agriculture and forestry

The outcomes of the conference will feed into the Second International Workshop on Community Based Adaptation to Climate Change to be held in Bangladesh in January 2007 and will ultimately be built into a programme of work and submitted for endorsement by governments at the 2007 Commonwealth Heads of Government Meeting (CHOGM) in Uganda.

Dr. Mark Collins, Director of the Commonwealth Foundation said "Unless we act now, the Commonwealth's big issue will soon be the negative impact that climate change is having on the lives, livelihoods and economies of our 53 nations. Climate change will not distinguish between developed and developing, poor or rich, large or small. But those who suffer most will be the nations that failed to adapt, failed to prepare for a very different future."

Notes to Editors

The need for action surrounding climate change and disaster risk management was recognised in the communiqués of the 2003 and 2005 Commonwealth Heads Of Government Meetings. The Commonwealth Foundation and the Government of the Seychelles are convening this conference in response to that mandate.

Climate change and the threat of related extreme conditions such as floods and droughts is a concern to all Commonwealth countries. Climate change has major implications for development in poorer countries and communities who have fewer resources to cope with the additional strains that a changing climate brings. Adaptation is a global issue and both adaptation and risk strategies must focus on raising the adaptive capacity of the most vulnerable groups in developing countries.

The Commonwealth Foundation is an intergovernmental organisation resourced by and reporting to Commonwealth Governments. It works to enhance the role of civil society organisations in governance, democracy, sustainable development and culture and diversity by strengthening their institutional and human capacity and creating opportunities and space for partnership, participation, advice and leadership. The Foundation was established by Commonwealth Governments in 1965 and is guided by the principles, values and priorities of the Commonwealth.
